The League/FAI is in a tough position. The majority of clubs are still not financially well-off and the fines hurt, despite it "only" being a few grand. The away fan ban will also hurt other clubs, as it's income that they won't be getting. But the FAI probably feels that it has to go incrementally with the punishments. I'd do away with that. First infraction = €5000 fine. Second and further infractions = 1pt deduction. As longs as these "ultras" think the clubs have enough money to be able to afford the fines, they'll keep doing it. They need to see that their stupidity is hurting the club and is putting its success (or survival) at risk. Authorities need to toughen up and increase the fine and punish clubs until it’s sorted.

So you track who is buying tickets and who is in the ground.

We had it (flares and fines) at the Cup final and many games since. Club keeps getting hit with fines, as do other clubs, which is not sustainable. So something has to change as 'asking nicely to behave' is having no effect.
There should be no-one in the ground with their face coeverd so as to prevent recognition. The ckub and council obviously need to be able to know who is inside their facility. I take your point. But ironnically there's a chance Galway could sell that game out anyway, or come close to it.
