It can't be true? Philip has to increase Blighs Lane storm drain to cope with the new capacity caused by the toilets in the development behind the goals.
It's adding significantly to the overall cost.

Nothing surprising here. There's no sewage capacity anywhere in the city. Every application is jumping through the same hoops.
