I don't think would Derry would receive the support to host games, only a minimal rugby presence in the city (would enough tickets be sold, for what would be a low grade match?). Unless the GAA (as a way of completing Celtic Parks development) or politicians (you can make your own joke) pushed for Derry to be considered I doubt it would happen.
I think Derry would be a very good strategic inclusion in any Irish world cup venue list. It's a regional capital and Ireland's 4th biggest city, yet also the city where rugby is weakest. The only way is therefore up for rugby in and around Derry. Milton Keynes was included in the current RWC precisely because it's a big town with no rugby tradition. If the game is to grow it needs to showcase itself outside its heartland areas, and a World Cup is the ideal opportunity to do that.
Rugby is also hampered in NI by being seen largely as a protestant sport, so taking the game to somewhere like Derry would be a big step down the road in trying to address that.
The game is also making quiet but steady progress locally anyway. The fastest growth area for rugby in Ulster over the last few years has been Inishowen, believe it or not.
If we had a suitable stadium in Derry we might be able to entice the odd Ulster Rugby game over from Ravenhill as well (friendlies at least). To bring this all back to Derry City, if we moved away from the polished turd at the Brandywell to a purpose-built mixed-use stadium at the council-owned Templemore, we might have a chance of seeing Ulster Rugby play in Derry some day. With just the Brandywell and Celtic Park we have zero chance of that.
